If Arnold be cited for a ticket?

If you have not heard of it, however, our "beloved" governor of California was recently in a motorcycle accident and was traveling without a license. No officers were summoned and did not see him riding. Is this technique in the law of the State? The bike did not move and crash itself? How dumb can these officials be? This bothers me because when I was in an accident four years ago, also received a speeding ticket even though the officers did not witness my speeding vehicle or the accident. They had no witness testimony either. The car had light damage front, but a light pole was knocked down so I guess that's why I thought it was speeding. I paid for it and I think it is different any other citizen! What do you think?
