California laws (cops)?

Is there a new law in california where if you speed and you get a ticket and don’t have a registration with you on the spot you get your car towed away and the stupid cops keep you car for 30 days?! And you have to flipping pay 50 bucks everyday?!? Cause this is really pissing me off.

Registration or “proof of insurance”???.. They are really tough on the insurance thing. They should know who the registered owner is on their computer system, so I don’t know why that would cause such a big deal, unless you forgot to renew it on time.
