Can the City of Winnipeg to collect an old speeding ticket in 12 years?

I live in Winnipeg, Manitoba. I went to renew my driver's license last week and said he could not. When asked why he said he had outstanding traffic fines in 1995 for $ 66 to halt city on my license. I have no problem with money. But I have a problem with the age of the ticket. I'm sure you paid, but I can not remember. Even if I did not pay can not could prove it. There must be an age limit law in respect of unpaid fines. If it were 12 months old could understand, but 12 years is ridiculous. I'm probably going to pay, but just wanted to know if anyone has had or heard of a similar situation. Thanks.

Just another scam by the government to more money as working class citizens, if you ask me. Taxes from your paycheck, taxes payable on income tax, tax on items purchased …. it gets really annoying after a while. Anyway …. I think that since deciding whether a license or not, that will force him to pay, no matter what
