I have a seatbelt ticket in nyc need advice?

I was on the bridge whe nel verazanno bridges and the police officer standing outside tunnels told me to stop I did so he came and told me I was going ten miles over the speed limit (I do not think I was) (i had a front seat adult passengers and 2 adults i nel nel back seat and a 14 in the middle seat in the back between the two adults) so I took a seat belt ticket for children under 16 not wearing a seat belt any suggestions on how I can fight this? (Incidentally it was a checkpoint and was pulling a car after another car more)
