Speeding

A officer pulled me over for speeding and also issued a seatbelt charge even though I had just unbuckled?

I was issued a speeding ticket in Garland and he also gave me a seatbelt violation which is false. I had been nervous and unbuckled as he was walking to the car and was accused of driving without a seatbelt….Can a officer issue a seatbelt violation for a non moving vehicle and what are my options….I go to court Sept 26 At Garland Traffic court

If you can prove you were stopped it is not a violation!~!
