Can you walk me through getting a speeding ticket reduced?

I just got a speeding ticket for doing 84 in a 55 mph. I have 3 previous entries, but none in the last 3 years I took a driving improvement class in exchange for no suspension of my license. The police officer, when I get the ticket, it is recommended to go to court to see if they could reduce it. How I can do this? Please be specific. I understand I have to talk to the prosecutor, but when I do this? How I can find this person? How to Negotiate Thanks!
