Can a state official if not witness an accident?
I recently got in a car accident, lost control and went into a ditch. No other cars involved and no injuries. I got tickets improper lane use and failure to reduce speed. If I plead not guilty to get these dismissed because there were no witnesses? The tickets were issued by the Illinois State Police. Thanks.
