Is having a suspended license because of two violations is still considered a minor traffic violation?

The question is with regard to a law existed in Indiana, with which a person under 21 years receive two offenses in a period of two years will receive a license suspension. I victim of this, and therefore wonder if the suspension is still concentrated in the entries to be considered "minor" or if the punishment of the two packages violations into something bigger?
