Get tickets removed from the register paying double in Johnson County (Kansas)?

I live in Johnson County (Kansas) and I have a ticket too Merriam speed. I also received a fine of 6 months maybe a year ago in Shawnee (all from the same county.) I know you can pay double and have reduced entry to an "illegal parking" ticket and I did for my last one. I know there is a website that says the frequency with which you can do this because I've been there, but I can not find it. Can anyone help? I just want to know how often you can do it and if the limit applies to everyone in the county, or is it city by city. Thanks!
