Speeding

Can I get a speeding ticket without being pulled over?

This morning, I was driving to work, and there was a cop standing on the side of the road, pointing a laser gun thing (?) at all the cars driving by him. The speed limit was 45, and I honestly was going within 3 or 4 MPH of that, but it was 5AM and I was tired, so I really don’t remember exactly what speed I was going, but I am sure I wasn’t going over the limit (too much) . Do they have to pull you over to give you a ticket? Or can they just mail it without pulling you over (for speeding)? I am in New York. Thanks for any advice!!

They can mail it. I wouldn’t expect one if you were only going 3-4 mph over.
