CA DMV Will add a point to a DMV record for speeding ticket in Guam?

I have a friend with a CA driver's license that has stuck by a speed trap in Guam – one of those agreements which gave the cars in front, beside and behind it – basically all traffic moves to 15 police officers writing tickets at once mass. Guam I suspect is not in compliance with CA laws speed trap and, of course, Guam is not really a "state." CA DMV assigns a point to his DMV record anyway?

My opinion is that no, there will be no point. My brother has a ticket in Arizona a few years ago and the police told him to pay only the fine and not worry about the points because they do not derive from state to state. I assume that it is different a U.S. territory.
