The speeding ticket in Florida?

My nephew has a speeding ticket in Florida, while on the way back to MI. He told the officer he could arrange payment for the ticket that day. However, the officer issued a ticket requiring him to appear in Florida court a month later. He returned home to MI and went to college in MN the week. There is a warrant for his arrest for this incident and his mother did not have the money to cover the fines that have accumulated.
