Can you get driving licenses if you just got ticket with permit in MO?

I’m 21 years old i just got a ticket today for speeding going 45 on 30 and i have a learning permit in state of Missouri. I have to attend Court in one month, but can i get my driving licenses before that?

who has their permit at 21? thats a little odd. i doubt it, why would they reward you with a license when you got a ticket? i think not, but call the dmv… they will know.
