Montgomery penalties speed camera violation?

I live in Howard County, but tonight I was driving in Montgomery County. I went 40 in a 40 and then turned to 30 and just after it was a big flash. Can you bill me even though I do not live in the county and what is the penalty .. can insurnce upload?
