Out of state speeding? I have my junior operator's license?

I have 16 years and have a traffic ticket in New York (80 in 65) and I have my MA JOL. Massachusetts law to receive a speeding ticket is 90 days suspension, 500 dollar fee, the courses on the speed, get permission one and another road test.
