I received two violations for the same day, time and date?

I received two PIN by mail, the first time in nearly 20 years of driving. However, they are for the same day of the date, and exactly the same time. Notice I have two different numbers of frame, you can do this? If I am guilty of a crime, 4 mph over the speed limit then fine, but this is double, at the same time.
