IS there really a new traffic law coming out on August 1?

I heard that a new speeding law is coming into effect on August 1, 2010 in North Carolina that says officers will start giving out tickets for going 5mph over the speed limit… Is this true?

I have my doubts, but if the state’s looking for more cash I wouldn’t put it past them. However, the speedometer in even a brand new car (as well as the cops’ own equipment) can be off by up to 5 MPH, so I’d expect a lot of people fighting it and getting their tickets dismissed.
