Ny Speeding Fine Amounts

Does anyone know of any laws that state a police officer can take your license if you are from another state?
I am asking because i have a NY License but i went to visit my mother in Ohio. While driving back, i was 22miles over the speed limit and got stopped by the cops. First of all, i do not fear cops. He got out and was screaming at me and what not. Then he said he cited me but since i have an out of state License he has to hold on to it until i send in whatever amount is required to pay off my fine. I asked him i was like what happens if i another cop stops me and he was like just show them the ticket i already gave you. Now i am a little bit worried and think this was plain racist because he looked at the color of my skin and the fact that i am a woman and did this nonsense. I would love to contact the press and sue this because what if i had to fly or travel across state lines.. just because he is a cop does not give him the right to keep my license. I know he want his money but you know what? They are not quite done hearing from me..
First off it is NOT your license.
Driving is not a right but a privilege.
The License belongs to the State which issued it.
From the rest of your post it is clear that you are a cop-hater and I cannot vouch for the validity of any of your arguments as being truthful.
