That is obviously a biased article. Officers are trained to visually estimate speeds before using a radar or laser to passing vehicles. Think of it this way … if there are three cars coming at you in three lanes, and estimate the moves faster than 65 kilometers per hour, and then get a reading Radar 40, you know for sure that hit the car wrong, and therefore can not use the radar to stop the speeder.
