Flashing light on Royal Palm In West Palm Beach, Fl?

For anyone who drives and lives in West Palm Beach, Florida, what are the lights and camera on Royal Palm Blvd. used for? Last night I was with my friend on Royal Palm Blvd. making a right on Okeechobee. It was a red light, so she stopped. The lights flashed, so im guessing that means that they took a picture of her license plate? She wasn’t speeding, although she believes that she may have passed the white line. Is it even possible to get a ticket for that? And, it it changes anything, it was about 12:30am.

It was a red light camera. Yeah, she passed the white line before coming to a full stop, so the camera took a photo. No traffic ticket will be issued, only warnings. But now, it seems that Royal Palm Beach is starting to see that right-turn-on-red is creating a problem with red light cameras, so they aren’t even going to issue the warnings until they figure it out.
