I have a ticket for speeding in upstate New York that requires a Driver Responsibility Assessment, but no longer reside in New York?

I have I got a ticket in upstate New York going 30 miles over the limit, while I was a resident of NY. This forces me to get an assessment of Liability Driver. However, I am not a resident of the State of NY (I am officially a resident of DC). Out of state drivers are not subject to assessment of liability the NYS driver, right? How I can pay the ticket, but no evaluation of the driver's responsibility if they think I'm being a state resident NY?
