Extradition question?

ok heres the deal. Today I went to a political event in West Virginia, and I live in Midlothian VA. tonight on my way home, I would the Linit speed, which was 45 (while I was still in West Virginia) and I was stopped by a tough police, who said that I marked on the radar is 59, and gave me a payment by mail (no court appearance) $ 140 ticket! We do not know if you made a mistake or was simply being twisted, but I have a habit to go the speed limit and made exactly 45 more or less a mile.
