Speeding Fine in San Diego?

My husband has a speeding ticket about 18 years ago in San Diego. He was going to take a plane back to the UK at the moment and I do not remember if he paid the fine after returning to the UK. Concerned that when we visited Florida in a few weeks can be rejected. One user advised me before this type of crime are written off in California in 4 years. Does anyone know that we can contact to find out if it was paid? Or if you have been discharged so far? Thank you
