I received a letter from the acceleration of a month after the offense. What should I do to get away with 0 points?

I received a letter with the date of issued July 13, 2009. However, my offense was on June 10, 2009. I replied confirming that it was the driver, but genuinly forgot to use a stamp. No I have heard nothing from the police since then. However, the letter was sent today by real mail did not ask the reason selected in unaible to deliver. I have read somewhere that if the police make the report of the violation within 14 days the fine and points are zero. Is this true and what should I do?
