no ticket liability insurance in San Antonio, Texas?

i had been arrested a few months ago and I am in due time the court next week. He was supposed to have insurance for 6 months, but I've only had it for about 4. He says if I can not afford the amount of time required, I have to pay $ 277. would be due on that date or I can start making payments on that date? It's my first offense including speeding on the same ticket.
