Is there any way to tell if a car going at the time of an accident?

The driver initially said was 55, and later changed his story to 35. Is there any way anyone can say how fast it was? Someone once told me that the speedometer was frozen at the rate the car going. Is this true?

This was the case with the older Camaro, but these days the vehicle control module (the "black box" automobiles) has the ability to record vehicle speed at the time of impact, however, if understood correctly this is usually only possible if an airbag deployment sensor or some kind of mass / computer failure.
