How come he was not offered a speed awareness course?

I got caught speeding a camera van, which I was doing 41 in a 30 mph limit. I've never been caught speeding before and know a lot of people who have offered the course instead of getting the 3 points.

Where I work the course is only offered to people who have been caught doing between 35 39 mph. We may have gone too fast for the course it is also possible that your area does not offer the course, which varies by area.
