If an officer does not give a written warning sheet, is definitely off the record?

I know that's the way it is supposed to work, but there are exceptions: I was arrested for speeding (22 years) and let me go with a warning, but did not give me a piece of paper that says warning … could have as still in the system or you have to give me a copy if you did? Thanks!
