Why do some states require the driver identify the need for excessive speed of light or camera tickets red?

I read that a guy in Arizona was to avoid one-way tickets with a mask. Where I live, you just send the tickets to the registered vehicle owner and let them know he was operating his car.

The requirement is determined by state law. Most states have a "responsibility to the owners" clause that makes the owner liable unless they provided the name of the driver. Some legislator or the judge in Arizona was the law that the owner charge was unconstitutional because it was not specific enough. This legal principle is called "empty vagueness."
