How to deal with speeding fines or point in the UK if you have a non-UK?

I was doing 38 mph in a zone 30 mph and has a German driving license and driving record is a UK car. This is my first offense of this type, so I'm a bit outside to what will happen. What is the fine / points for it. I also believe that you can not put points on a foreign license, is that correct? Someone else said that create a dummy license in the UK, which put the transfer points and points when applying for a license in the UK? Please let me know which of the above is correct and can someone post some links to official information if any on the above subject. Thanks.
