I have a ticket for speeding in the AP. A "tracker" (as compared to radar, especially VASCAR registered or AOV) was used. What is it?

I have a ticket for speeding in the AP. A "manager" (as compared to radar, especially VASCAR registered or AOV) was used. What is? Listed in section 25, the nature of the crime. There is a box marked other and then written below in the section that simply says Tracker. No other details. I could not find anything online about the type of device it is. Also, some tips on how to beat a ticket w / this device will be appreciated.
