What is the statute of limitations on a speeding Ticket in Texas?

My husband received a ticket back in February 1998. No I remember receiving a payment or that. We have received nothing in this bill in the past almost nine years. Today we received a letter from the court to issue a warrant husbands. This is the first report on this bill we have received. Is there a time limit when you can issue a warrant and if so, where I can find documentation about it, so I can fight this ticket?
