Does going up in speed rating change the tires driving?

Short answer – it can.

Tires with higher speed ratings have more and stronger components in the tire – belt edge strips for example – that will effect how they drive compared to an identical tire with a lower speed rating. These things can make tires with higher speed ratings more responsive and grippier but sometimes at the expense of ride quality. There are an awful lot of variables so it is hard impossible to say anything definitively but all things being equal, yes, there can absolutely be a noticable difference in how tires with different speed ratings driv.
