Does my outstanding bills that have become a force orders to get my new passport?

I have several outstanding violations that orders have become four years ago, (I pay all my tickets / orders off at the end of January) but last night was to visit my mom, she fill out some papers said I had to get a passport. was going to e-mail this morning. Will the effects tickets I get a passport?
