What if I do not pay a fine for "defective equipment" in another state? (Virginia)?

I know that when you do not pay a speeding ticket normal in another state, your license will be revoked in almost all possible states. But my letter to the court says that if I do not pay the fine was not allowed to drive in Virginia, but does not mention any other state
