If I get pulled over for speeding, what determines if I receive a warning or a ticket?

I have a clean license, never received a ticket in my life (but yes speed all the time). If I stop and runs my license, my clean record have any bearing on if I have a speeding ticket (rather than a warning)? Is there anything I can say or do to avoid receiving a fine, after that stop?

Disgression is always the officer whether or not the ticket. Here is my thoughtprocess. The job of a police officer is to obtain compliance with so little action / strength. If my presence affects someone who does not speed, I've done my job successfully et. Now, if I may have caught someone speeding, first I have to take into account that broke the law. The second consideration is how best may influence that person to obey the law. (Why did violated the law has absolutely NO bearing here. This is why excuses NEVER work.) Now, to achieve my second point, I will take into account factors such as your attitude and your driving history. If you are rude and want to act as if they are removed because they violated the law, I will write an entry to remind them that they are not untouchable. If you have a bad driving record, I Wite a ticket to enhance the case against him if, God forbid, some day hurt someone, it will be easier to use a bad ticket papertrail for processing. If you are kind, have a good record, and if I think that my presence there really made them consider their actions and I think this will be enough incentive to review their actions in the future, will more than likely give them a warning.
