Is there a law for the hand of the physician's medical records?

My husband had a car accident. He was released to return to work 5 months ago and the doctor still will not turn on the medical records to our attorney for settlement proceedings. By law, have a certain amount of time have to turn it around for? What I can do to speed up? There is no excuse for taking so long! State of Washington, of course. The lawyer will has been sending letters and calling again and again for 5 months.
