What is the ticket or citation deferral program for the state of Washington? Is it worth it?

My husband got a ticket today, and we are not sure where to go from here. It never had a ticket before, so we were surprised the guy does not leave you with a warning. He was "accelerating" because the area has changed a few hundred meters ahead, so it was increased in preparation for that. He acknowledged the area has changed (for the moment it took my husband again, the sign was literally right in front of them), but still gave him the ticket. He said there is a state of the postponement Wa payment which is not shown to the insurance company if you do not get fined another 12 months … heard something about it? Is it worth trying? Our records are squeaky clean, it would be a shame to change it at this time.

What ad * $ k the police go. As far as I know, if you take delay this thing, and do not ticket in the 12 months is a very good deal. I think basically completely off your record. But if you get another ticket, both appear log in as normal. I'm not clear about the details though.
