WI friend arrested in GA? Can they maintain in jail if you do not have money to pay on time?

A friend bought his car in FL, and while driving back to NY was arrested on an interstate highway in GA .. He was arrested for not having a license plate (which he bought from a private seller, so no plate temperature), and while traveling with the speed of traffic – also given a citation for speeding. The police reported that WI and GA are not part of an agreement highway? And he had to go to the station to pay the fine immediately or be held in jail until he was able to pay the ticket. I which was just under $ 400. What is the reasoning for this?

There are 5 states that are not part of the Interstate Driver License Compact. Wisconsin, Tennessee, Georgia, Massachusetts and Michigan are all non-compact states. This means that a person who is arrested by the police in those states and are out of state residents payment of the fine is required at the time of the traffic stop. Present your driver's license valid (outside their country of origin) as a guarantee for the ticket is not applicable in these states. Even states that are in the Covenant agreement can not take an out of state drivers license as bond. A cash payment of the fine is the only acceptable form of payment.
